Step 1: In a medium-sized skillet or wok, heat 1 tablespoon of olive oil over medium-high heat. Add the bell peppers and cook for 1-2 minutes until tender. Remove and set aside on a plate.
Step 2: Increase the heat to high and add the flank steak to the skillet. Cook each side to sear the beef, then reduce heat to medium-high. Continue cooking until the steak is no longer pink and browned on each side.
Step 3: In a small bowl, whisk together the garlic, brown sugar, soy sauce, sesame oil, ginger, and cornstarch.
