1. In a bowl, whisk the cocoa powder with 60ml of water until a smooth paste is formed.
2. Heat the milk over medium heat and dissolve the cocoa paste into it.
3. Bloom the gelatin in 80ml of warm water.
4. Add the bloomed gelatin, sugar, cream, condensed milk, and chopped chocolate into the cocoa milk mixture.
5. Place a bowl of the mixture on ice and whisk until it slightly cools.
