Start by preheating the oven to 375°F (190°C).

Peel the potatoes and cut them into thin slices. Then, in a large frying pan, cook the ground meat until it’s no longer pink. Add in the flour, butter, oregano, and basil. Pour in the milk and stir until it thickens.

Next, add the grated cheese, diced tomatoes, pepper, onion, nutmeg, and garlic. Pour a little bit of the meat mixture into the bottom of a greased baking dish. Then, layer the sliced potatoes on top. Continue layering until the dish is filled, finishing with a layer of potatoes on top.
Sprinkle some extra grated cheese and drizzle some olive oil over the top.
