First, start by preparing the cabbage. Remove the outer leaves and cut it into quarters, then remove the core. Next, blanch the cabbage in boiling water for 5 minutes. Once done, drain and set aside.
In a pot, heat some oil and sauté the onions and carrots until they are soft. Then, add the ground meat and cook until it’s browned. Season with salt and pepper to taste.

Next, add the rice and tomato sauce to the pot. Stir everything together and let it simmer for 5 minutes.
